Cela fait juste un an que l'agence
russe ''Sputnik'' avait sollicité mes 'lumières', et l'hebdomadaire américain
''Newsweek'' lui avait emboîté le pas l'été dernier... ;) Me voilà donc
sacrée oracle international puisque - jamais deux sans trois - l'équipe de
Moscou réclame à nouveau ma contribution, bien qu'aucune des précédentes n'ai
fait l'objet d'une publication. Il s'agit cette fois-ci de me soutirer des
commentaires sur l'implication de forces spéciales britanniques dans les
opérations de contrôle de l'insurrection dans le sud du pays.
Dear Anastasia: Again, I have no competence to judge on military
operations. What can be felt from my Afghan friends here in Kabul is a total
dismay at their own Government's incapacity to deal with surprise attacks in
various parts of the country. But how could a client State cope with foreign
interests which are too big for their ability? We know that terrorism cannot be
prevented, especially when fighters intend to die: no army could defeat it,
even with the most sophisticated equipment.
My own analysis of the global situation is that major world powers from any
block have to understand this, and start considering the real life of the
people living where their empires - be it Western block, Russia, China or else
- overlap and compete for untapped ressources. Afghanistan is such a margin
area. People here have lived under external pressure for millenaries. What they
need now is human consideration, a sign that they are not just expendable pawns
on the world chessboard. This would start with rich countries to cooperate and
invest on social protection systems in these areas rather than fight one
another in desperate support for local State's security.
Et juste pour vous remercier d'avoir lu jusqu'ici, ce cliché pris sur l'étal
d'un vendeur ambulant de mon quartier : comme un clin d’œil à ce qu'est
réellement la solidarité avec les populations... malheureusement en voie de
disparition puisque les ONG quittent une à une le pays, en laissant derrière
elles les signes de leur passage !
